Affordable Housing Programs

Research shows that services such as child care, education assistance, financial counseling, transportation, and employment all help families maintain stable housing situations.

To that end, all of the services provided by Community Action Organization are designed to help families address the affordable housing crisis in the areas we serve.

The New Ventures Housing Program provides housing assistance to low income families and individuals facing foreclosures or evictions. The New Ventures housing program provides housing assistance to low income families and individuals. In addition to assisting with agency and community resources to prevent homelessness – pending foreclosures or evictions, our services include:

  • Counseling and case management to identify symptoms that lead to crises – aimed at establishing self-sufficiency.
  • A grant for first month’s rent, one month past due rent (to prevent eviction), or one month past due mortgage payment (to prevent foreclosure) – when available through FEMA funds

Information You Need to Submit to Receive Services

Before you can receive services, please call our office for an intake interview to determine your eligibility.

  • Picture ID
  • Social Security cards for all members in household
  • Letterhead referral from shelter or referring Agency
  • Proof of Income (budget sheet, SSI or SSD award letter, pay stubs, child support)
  • Eviction notice, shut off notice, or documentation from utility company

The Community Action Organization of Western New York (CAOWNY) is pleased to invite funding proposals for the provision of securing a Residential Construction Analyst to provide services to support our NYS HOME Local Program Senior/Disabled Housing Repair Program.

BACKGROUND

NYS State HOME Local Program funds are to be used to provide grants for homeowner Housing Rehabilitation Without Rental Units-  For Seniors and/or Disabled Homeowners in the Masten District of Buffalo, New York. Estimated number of homeowners to receive a grant for rehabilitation approximately 11-15.

PURPOSE OF RFP

The purpose of this RFP is to solicit proposals from a certified Residential Construction Analyst (RCA) wishing to contract with the CAOWNY to provide project oversight,  and must be familiar with HUD property standards of 24 CFR Part 92.251, HTFC Housing Rehabilitation Standards for One- to Four-Unit Structures and standards pertaining to mold containing components. Grant awards per homeowner are expected to range between $25,000 and $50,000 depending on the amount of rehabilitation needed per property and funding availability.

PURPOSE OF NYS HOME Local Program

  1. Homeowner Housing Rehabilitation: the repair or rehabilitation of an owner-occupied single- family (1) unit dwelling unit to meet NYS and/or Local Code upon completion of construction activities. The housing rehabilitation must be in compliance with HTFC Housing Rehabilitation Standards.

ELIGIBLE APPLICANTS

Residential Construction Analyst – Description

Must have the following credentials and MUST have at least two years’ experience with all HUD HTFC Housing Rehabilitation Standards and Green, Healthy Homes Initiative (GHHI) and the Weatherization Assistance Program (WAP). Must provide certification for the following:

  1. OSHA 10 and 30 Certified
  2. Certified Housing Quality standards
  3. NYS Code Enforcement official
  4. Certified Electrical Inspector
  5. Certified (Addressing Lead based paint Hazard during renovation)
  6. Certified Lead Swipe sample technician
  7. Prepare scopes of work following the 2015 IRC, IBC, IEBC, IPC, IECC, IFC, IMC, IGC &NEC2014
  8. Housing Developer Pro 3.0 Software
  9. Residential Cost estimation (BNI software)
  10. Prepare AIA Contract
  11. G701 Change Order
  12. G702 Certified pay application
  13. G703 Schedule of values
  14. Environmental review incorporated into scope of work
  15. ADA compliant with regard to preparing scopes
  16. Understand the following State programs, AHC, Home LPA, GHHI, HTFC, RESTORE, DAV

PROPOSAL SCORING CRITERIA

Completed Scope of Work/Cost Estimate are due within seven days of initial property inspection. Bid request should be sent out to the approved bid contractor within three days of scope of work. Must be familiar with all HUD property standards of 24 CFR Part 92.251, as applicable and as amended, for HOME assisted activities, to ensure that the housing is decent, safe and sanitary and meets all applicable New York State and/or Local Code requirements upon completion.  Additional responsibilities: Bid Preparation, contractor solicitation, bid comparisons, contract preparation, homeowner meetings, homeowner and contract signing, may be required to prepare scope of work for GHHI funding (payment under separate contract.). At construction completion and prior to submitting a completion report, CAO must have an inspection performed by a NY State Code Certified Inspector that documents that the unit meets NYS and/or Local Code.

The Community Action Organization of Western New York (CAOWNY) is pleased to invite funding proposals for the provision of securing Legal services to support our NYS HOME Local Program Senior/Disabled Housing Repair Program.

BACKGROUND

NYS State HOME Local Program funds are to be used to provide grants for homeowner Housing Rehabilitation Without Rental Units-  For Seniors and/or Disabled Homeowners in the Masten District of Buffalo, New York. Estimated number of homeowners to receive a grant for rehabilitation approximately 11-15.

PURPOSE OF RFP

The purpose of this RRP is to solicit proposals for Legal Services to contract with the CAOWNY to prepare a lien (note and mortgage) against properties approved for a HOME Grant, Period of Affordability(POA).  The POA is 5 years, regardless of the amount of HOME funds invested.  Attorney must use the HTFC provided note and mortgage to secure the HOME investment, no other forms will be accepted.  The template for the note and mortgage will be made available to attorney at contract execution.  Prepare HTFC note and mortgage for approximately

The note and mortgage must be prepared by the attorney and signed by the homeowner prior to beginning of any construction activities and before setting up the unit in IDIS.  The note and mortgage must be recorded immediately upon completion of construction activities and after final sign off by the homeowner, the contractor and CAOWNY that all work has been completed to satisfaction and the unit is documented to meet NYS and/or Local Code.

FUNDING AVAILABLE

Funding available for this RFP is $4,400.  CAOWNY reserves the right to not award a contract.

BACKGROUND

NYS State HOME Local Program funds are to be used to provide grants for homeowner Housing Rehabilitation Without Rental Units- For Seniors and or Disabled Homeowners in the Masten District of Buffalo, New York. Estimated number of homeowners to receive a grant for rehabilitation are approximately 11-15.

PURPOSE OF RFP

The purpose of the RFP is to solicit proposals for a licensed Realtor to contract with the CAOWNY to prepare HOME program “Maximum Sales Price Limits of Property After Rehab Value.” To prepare documents for approximately 11 – 15 single family homes located in the city of Buffalo Masten District.

PURPOSE OF NYS HOME Local Program

  1. Homeowner Housing Rehabilitation: the repair or rehabilitation of an owner-occupied single- family (1) unit dwelling unit to meet NYS and/or Local Code upon completion of construction activities. The housing rehabilitation must be in compliance with HTFC Housing Rehabilitation Standards.

 APPLICANT REQUIREMENTS MUST BE ABLE TO:

  1. Determine the estimated value of the property after rehab- after rehab value cannot exceed the HOME Maximum Sales Price Limits (maximum purchase price/after rehab value limit) as published annually by HUD for the local jurisdiction at the time of project commitment.
  2. The Realtor will provide documentation to ensure the CAO that the value of the unit after housing rehabilitation does not exceed the maximum sales price limit for the service area, as determined by the annually published HUD limits.
  3. Be familiar with HUD HOME Program

The Community Action Organization of Western New York (CAOWNY) is pleased to invite proposals for the provision of securing a Certified EPA Assessor to support our NYS HOME Local Program Senior/Disabled Housing Repair Program.

BACKGROUND

NYS State HOME Local Program funds to be used to provide grants for homeowner Housing Rehabilitation Without Rental Units- For Seniors and or Disabled Homeowners in the Masten District of Buffalo, New York. Estimated number of homeowners to receive a grant for rehabilitation for approximately 11-15 single residential homes.

PURPOSE OF RFP

The purpose of this RFP is to solicit proposals for a EPA Certified Risk Assessor wishing to contract with the CAOWNY to prepare Lead and asbestos testing for approximately 11- 15 single family homes.

PURPOSE OF NYS HOME Local Program

  1. Homeowner Housing Rehabilitation: the repair or rehabilitation of an owner-occupied single- family (1) unit dwelling unit to meet NYS and/or Local Code upon completion of construction activities. The housing rehabilitation must be in compliance with HTFC Housing Rehabilitation Standards. Risk assessments (by an EPA certified Risk Assessor) are required for any rehabilitation project where the federal rehabilitation assistance is over $5,000.  Presumption of LBP in lieu of a risk assessment is not permitted.  HTFC requires lead based paint testing of all areas to be rehabilitated.
  1. LBP clearance is required for all applicable housing rehabilitation. The HTFC will allow one charge for a single LBP clearance test. If property unit does not pass clearance the first time, after any findings the contractor must pay for all subsequent clearance testing until property is in compliance.

ELIGIBLE APPLICANTS

EPA Certified Risk Assessor –  Must have the following credentials and be familiar with all HUD HTFC Housing Rehabilitation Standards such as:

Provide Asbestos, radon, lead and mold reports as well as a risk assessment report.

Be familiar with all HUD guidelines and regulations, and be EPA certified.

RESTORE

RESTORE program is a senior owner occupied repair program, which is funded to support senior homeowners in areas located in the Fillmore and Ellicott Districts. You must be 60 or over in order to participate, own or occupy the home. The program is open as long as funds are available. Please call our office for more information on eligibility requirements for the program.

Our AHC Program is geared toward proving grants to low – to moderate income homeowners to make health, safety and code violations repairs to their homes. HIRP

The Home Improvement Resource Program helps you identify the resources to get you financed, help you complete the applications, provide you with a coach, assemble a home improvement team, a case manage to help you to see your HIRP through to completion. Homeowners and renters can apply for NYSERDA funding to lower their energy costs. Meetings are held every second Wednesday of the month at 564 Dodge Street – Building #400.
